Joe is a highly experienced geotechnical engineer with more than 30 years of experience supporting complex infrastructure and development projects throughout the Eastern United States. Joe brings a depth of technical knowledge that is critical to projects where subsurface conditions drive design decisions—and where getting it right early is essential to overall project success.

Joe is widely regarded as a trusted resource when projects encounter challenging soil conditions or require advanced foundation and earth support solutions. His expertise includes deep foundation systems, support of excavation design, subsurface investigation, and geotechnical instrumentation. He has contributed to major infrastructure projects such as the Q Bridge (I-95), I-84 reconstruction, and the Tappan Zee Bridge, where performance, safety, and constructability are paramount.

What distinguishes Joe’s work is his involvement across both design and construction. He provides continuity from initial subsurface evaluation through field verification, instrumentation, and construction monitoring—ensuring that design assumptions are validated and that conditions encountered in the field are addressed in real time. Joe’s experience spans roles with several well-regarded geotechnical and engineering firms, where he developed a broad portfolio of infrastructure and development work. Joe holds a Bachelor of Science in Civil Engineering and a Master of Science in Geotechnical Engineering from the University of Connecticut. He is a licensed Professional Engineer in multiple states.
