
The Noble Gas + EV project in Enfield required a streamlined yet highly coordinated permitting effort to support the transformation of a long-vacant automobile service site into an award-winning, next-generation fueling and mobility hub, integrating traditional fueling, electric vehicle infrastructure, and retail uses within a compact footprint. The entitlement process encompassed a series of local and state approvals, including Zone Change Approval, Special Permit Approval, and Inland Wetlands Approval, which collectively enabled the flexible redevelopment of the site while addressing land use compatibility and environmental resource protection. State-level coordination included securing the CTDEEP Construction Stormwater General Permit, ensuring compliance with erosion control, stormwater quality, and construction-phase environmental standards, as well as a CTDOT Encroachment Permit to accommodate access improvements and roadway interface considerations. These approvals were complemented by broader environmental permitting and compliance efforts, including wetland mitigation design and stormwater treatment systems, all executed within an accelerated review timeframe. Together, this permitting framework reflects a focused and efficiently managed regulatory process that supported innovative site design and advanced infrastructure integration, ultimately enabling the successful delivery of a modern “hybrid destination” that aligns with evolving transportation trends and sustainability goals.
