
Permitting was a central and highly complex component of the City Line Distributors facility expansion, requiring coordination across multiple local, state, and federal agencies to secure a comprehensive suite of approvals. Solli led the preparation and advancement of a Floodplain Development Permit Application with the City of West Haven, addressing impacts within the FEMA-regulated 100-year flood hazard area and demonstrating compliance through detailed compensatory flood storage design and hydraulic analysis. In parallel, the project required a Special Exception /Zoning Board of Appeals (ZBA) approval to accommodate building coverage exceeding the underlying Industrial District limits, along with Site Plan Review approval and associated submissions to the Planning and Zoning Commission. Due to the presence of regulated wetlands and water resources, Solli also prepared and submitted applications for Inland Wetlands and Watercourses Agency (IWWA) authorization, including wetland delineation, impact assessment, and a detailed Wetlands Mitigation Plan, which was ultimately reviewed and supported by both the Connecticut Department of Energy and Environmental Protection (CTDEEP) and the U.S. Army Corps of Engineers (USACE) following joint site inspections. Additional permitting components included compliance with Soil Erosion and Sediment Control (SESC) certification requirements in accordance with Connecticut guidelines, as well as coordination with municipal departments for utility and infrastructure approvals. Through a proactive and highly coordinated permitting strategy, Solli successfully navigated overlapping jurisdictional requirements, secured all necessary entitlements, and established a clear regulatory pathway to enable construction of the expansion within a constrained and environmentally sensitive site.
