CTDOT Headquarters Solar Canopy Project

The Connecticut Department of Transportation Headquarters Solar Canopy Project is a high-profile renewable energy installation located at the State’s Department of Transportation administrative campus along the Berlin Turnpike. Developed as a 1.7 MW AC solar photovoltaic system, the project transforms existing parking areas into a dual-purpose energy asset by installing canopy-mounted solar arrays over more than 3 acres of parking. By siting the system entirely within previously developed areas, the project avoids impacts to surrounding natural resources while directly offsetting the facility’s energy consumption and supporting Connecticut’s broader clean energy and carbon reduction goals.

Solli is providing sediment and erosion control inspection services in support of construction activities, helping ensure effective implementation of approved control measures during site development. The project involved active earthwork operations, including grading, access improvements, and installation of solar infrastructure, all of which required continuous monitoring to manage runoff and prevent sediment migration. Solli conducted routine site visits to evaluate the condition and performance of installed controls, such as perimeter barriers, stabilized construction entrances, and temporary drainage features, verifying that they were properly installed, maintained, and functioning as intended throughout each phase of construction.

Through ongoing coordination with the contractor and project team, Solli identifies field conditions that require adjustment and provides timely recommendations to address maintenance needs or evolving site conditions. These inspections emphasize adherence to state erosion control standards and permit requirements while supporting the pace of construction. By maintaining a consistent field presence and focusing on practical, construction-oriented solutions, Solli helps ensure that erosion and sediment control measures remain effective, contributing to compliant and efficient project execution without interrupting ongoing construction progress.
