
Revitalizing a constrained corner parcel into a boutique residential property, Arlington Place - a 0.58 acre infill site within the RM-3 multi-family zoning district - showcases thoughtful site engineering solutions tailored to an urban infill setting. The project involved demolition of an existing residential/mixed-use structure and redevelopment with a 2½-story,approximately 23,955 SF multi-family apartment building featuring 8 new units and a subsurface parking garage. The constrained urban setting required a highly coordinated site layout to accommodate building footprint, access, pedestrian connectivity, and utilities, while maintaining compatibility with surrounding residential uses and frontage along both Arlington Road and nearby Farmington Avenue.
The approach focused on a grading and drainage strategy that addressed increased impervious coverage while maintaining or improving pre-development runoff conditions. Solli developed a stormwater management system incorporating catch basins, trench drains, a pump station serving the below-grade garage access, and a subsurface detention system utilizing concrete chamber units. The system was engineered in accordance with SCS TR-55 methodology to attenuate peak discharge rates across the 2- through 100-year storm events, ultimately reducing peak flows compared to existing conditions. Low-impact features, including a grass-lined swale and deep-sump structures, were integrated to enhance water quality treatment prior to discharge to the municipal system.
Solli coordinated full utility infrastructure, working closely with local providers including the Metropolitan District Commission. The project included new domestic water and fire service connections, sanitary sewer extension, gas service, and electrical/telecommunications infrastructure sourced from existing utility poles. Detailed engineering plans and supporting reports were prepared to satisfy local permitting requirements, including erosion and sediment control measures compliant with Connecticut guidelines. Solli also supported the project through the municipal approval process, coordinating with town staff and stakeholders to advance Arlington Place from concept through construction completion.
