Solli Engineering provided traffic engineering and roadway design services for the proposed Oxford Logistics Center along Depot Road in Oxford, Massachusetts. The scope included traffic data collection, preparation of a comprehensive Traffic Impact Study, operational and safety analyses, and development of recommended roadway improvements to support the 480,000-square-foot industrial facility.
The project required coordination with MassDOT under 700 CMR 13.00 regulations and preparation of conceptual driveway access plans to secure a State Highway Vehicular Access Permit. Solli evaluated corridor operations and implemented a roadway diet strategy to improve safety and multimodal access along Depot Road.
Design improvements included reconfiguration of the adjacent intersection to enhance separation from a nearby at-grade railroad crossing, establishment of a new four-legged intersection aligned with the site driveway, and integration of pedestrian and bicycle accommodations consistent with Complete Streets policies. The final design incorporated dedicated bike lanes, crosswalks, and transit coordination with Worcester Regional Transit Authority (WRTA) to enhance multimodal connectivity while maintaining efficient industrial access.
Coordination with local railroad authorities played a critical role in permitting roadway improvements and site access due to the proximity of the at-grade crossing. Solli also coordinated with the MassDOT Office of Real Estate and Development (OREAD) to modify an existing no-access line adjacent to a limited access highway in order to formalize the approved driveway location. Additional coordination with the MassDOT Bridge Division was required for the extension of a 12-inch waterline beneath Depot Road, which crosses MassDOT Bridge Structure No. O-06-040 (1QD).
Solli also developed comprehensive Maintenance and Protection of Traffic (MPT) plans to address construction constraints and maintain safe traffic operations throughout all phases of work. This project reflects extensive coordination across multiple MassDOT divisions and demonstrates Solli Engineering’s ability to design effective transportation solutions within complex regulatory and operational constraints.
