
The Chipotle and Starbucks redevelopment at 99 Brooklyn Street (U.S. Route 6) in Carbondale, Pennsylvania showcases a comprehensive site/civil engineering approach to repositioning a 1.35-acre formerly developed commercial property into a modern, dual-tenant quick-service retail site. The project involved demolition of an existing ±11,000 SF auto dealership and complete reconfiguration of site infrastructure to accommodate two new ~2,400 SF buildings with drive-through facilities, shared parking, and integrated internal circulation. Particular emphasis was placed on optimizing traffic flow and access along a busy commercial corridor, including consolidation of site access via Westside Drive, incorporation of cross-access connections to adjacent retail properties, and design of efficient drive aisles to support both customer circulation and service operations. Conceptual planning and detailed design evaluated site constraints such as existing topography, access geometry, and potential off-site roadway improvements, resulting in a highly functional and code-compliant layout tailored to the operational needs of national tenants.
From a site engineering and environmental standpoint, the project required full redevelopment of grading, drainage, and utility systems to meet current regulatory standards. The Solli team designed a comprehensive stormwater management system, including drainage conveyance infrastructure, erosion and sediment control measures, and water quality treatment practices to address both runoff quantity and quality in compliance with Pennsylvania standards. Detailed site/civil design incorporated grading strategies to establish appropriate finished floor elevations, integrate any required retaining features, and ensure positive site drainage while maintaining constructability. Utility design included coordination of water, sewer, and other services within a constrained site footprint, while landscape and lighting plans were integrated to support both functionality and aesthetics. The project also involved extensive traffic engineering and permitting coordination, including preparation of a PennDOT-compliant traffic impact study and Highway Occupancy Permit (HOP) support, as well as full land development approvals through local and county agencies—demonstrating Solli’s ability to deliver technically complex commercial redevelopments through coordinated, multidisciplinary engineering solutions.
