
The Concourse Park development required a comprehensive and highly coordinated permitting effort reflective of its scale, complexity, and environmental sensitivity, with approvals secured across multiple local, regional, and state agencies to advance the transformation of a 25.9-acre formerly blighted site into a vibrant residential community. Central to this process was obtaining the CTDEEP General Permit for the Discharge of Stormwater and Dewatering Wastewaters from Construction Activities, which ensured that all construction-phase stormwater and groundwater management practices met stringent state environmental standards, alongside Inland Wetlands Permitting, which addressed regulated activities and safeguarded on-site wetland resources through careful site design and impact avoidance. Utility and infrastructure coordination was achieved through MDC Permitting, facilitating approvals for water and sanitary sewer connections and system capacity, while transportation access and traffic impacts were rigorously evaluated through OSTA Permitting, including coordination with CTDOT to ensure safe and efficient integration with the surrounding roadway network. In addition, the project required a Regulation Amendment Application for the Planned Development District (PDD) Master Plan, enabling the adoption of flexible zoning tailored to the project’s density, layout, and mixed-use character. Together, these permits represent a complex, multi-layered entitlement process that demanded extensive technical analysis, agency coordination, and iterative design refinement, ultimately positioning Concourse Park as a model for successfully navigating regulatory frameworks to deliver large-scale, sustainable redevelopment within a key economic growth corridor.
